Once upon a time, space had this fantastically useful behavior by default: play from beginning of selection if paused, pause if playing I believe there's some good technical reason why it went away, but I don't want to know about it. To split every 5 minutes, say, I think it's as simple as

Options -> Cue Points -> Auto Cue -> Spacing (button) -> Interval(s): (type-in drop-down combo box: set to:) 5:00.0
Click OK
Click Split File...
Then fill out prompts as you'd like to get the output files you want.

Does that work?

Regular noise, hum, whine: eliminating this type of unwanted sound is one of the hardest things I find to do in Goldwave, and I often fail to get anything listenable at all. The mouse-wheel option is a good alternative, but I'd still like the keyboard option. The idea is to not to have to touch the mouse once I've gotten my exact position. In general, I love the keyboard shortcuts, and I love commands that work with respect to the mouse cursor. That's really powerful.
