I think this would work. Depending on the size of your file and number of cue points this might take longer than doing individually (it's pretty quick to copy a desired length of silence then repeat Next Cue/Paste especially if you set up your toolbar for it), but at least it's not as manual: First ...

If I'm recording into Goldwave and my source is 128 kbps, 44,100 khz stereo is there any benefit at all to saving the recorded track at a higher bit rate, say 160? Or am I just wasting space. Maybe it helps reduce the "copy of a copy" effect a little bit. My suspicion is that 128 bit might...

Depending on your exact needs, you could use Goldwave's "Silence Reduction" feature which based on parameters you enter will reduce all gaps to a maximum length which you can specify.

I have used it many times with much success.
