To emulate a groove skip, you can draw the scratch with the mouse at the place where it skips, something like that (screenshot example) , or even do it without to do a skip, to get only the noise of the scratch.

New update about the cause of the problem. When Animation Shop generates an effect at 30 fps, frames have a timing of 0.03 seconds and some of them 0.04 second.
