You'd need to get a splitter cable to connect the headphone output of the sound card that Skype is using to the line input of the second sound card (the other half of the splitter cable would go to your headphones). Configure GoldWave to use the second sound card for recording (press F11, Device tab).

In order to get both sides of the conversation, the output of the first card must have both the microphone and incoming audio. You'd use the Windows Volume Control accessory to make sure the Wave and Microphone volume levels for that card are good and not muted. You must be able to hear both sides of the conversation in your headphones. If you don't hear yourself speaking, then the microphone output is muted.

If you can hear both sides, then that is exactly what GoldWave will record through the second sound card.
