If I record in 24bit/96k wave format, is there a way to dither to 16bit/44.1k format so that the file can be played on CD?

You can use the File | Save As command to convert 24 bit audio to 16 bit for CDs, but GoldWave does not perform dithering. Unless you have very high-end hardware (and excellent ears), dithering is not noticeable. Usually other sources of noise are much greater than the dither.

There are some DirectX plug-ins that perform dithering, but I am not certain if the dither would be preserved up to the point of saving the file.
