i'm trying to convert wav to Dialogic vox 8000Hz file please advise the process to use

You'd open the file and use File | Save As. Select the "Dialogic" file type and appropriate attributes, such as "ADPCM 4 bit, 8000Hz, 32kbps, mono".

Use the File | Batch Processing command to convert many files.
