I'm extremely ineloquent, so forgive me.

Essentially, I want to take a vocal track, and tweak it so it has that cheap helicopter traffic reporter radio/emergency flash flood in your area type sound. My only example would be these videos to illustrate my point:

The only thing I could think of would be either lowering the bit rate and doing something with mechanization, but that didn't produce anything close to what I was looking for.

I suggest soft clip followed by a bandpass 300 Hz to 3000 Hz.
