I have a 16 RPM vinyl record, by my player can only play 16, 45 and 78 rpm records.
Can I play and record a song at 33 RPM and then slow it down with Goldwave?

If the slowest speed of your turntable is 33 RPM then you could record the "chipmunk" version at that speed, then use
Effect > Time Warp...
with
Change: 50%
Algorithm: "Rate"

Another way is to record at a higher sampling rate (e.g., 88,200 Hz) and then simply change the playback rate to 50% of the original (44,100 Hz.)
Effect > Playback Rate...
Processing-wise, this method is quicker since the waveform doesn't get processed; it just changes the playback attributes. But that's kind of a moot point since the Time Warp rate feature is a pretty quick process anyway.

Recording at the higher sampling rate would give better quality too (provided your hardware actually records at the higher rate). You'd essentially get a 44100Hz quality file rather than a 22050Hz file resampled to 44100Hz.
