Is there any places to get more voices for the speech software. I am looking for UK English.

It's hard to find any alternatives, but try searching for IVONA voice.

Can they be installed so as to be usable from Goldwave?

If you install the SAPI compatible version of IVONA, then it should be possible to select the voice in GoldWave (but that has not been tested). Perhaps there's a trial version of IVONA you can install.
