Is there a function to hear the "play head" drag manually back and forth across the waveform? As I would with rocking reel to reel tape? (I have searched the relevant terms I can think of, but haven't found a discussion.)

The feature you're looking for is called scrubbing.
I did some quick searching and it looks like Audacity doesn't have that feature either. Sony Sound Forge has it, and Adobe Audition might have a way of doing it.

An old beta version of GoldWave supported scrubbing, but the Windows API and sound drivers at the time couldn't handle it so it was removed. You can get similar functionality by setting "Marker preview" to something other than 0 (Control Properties, Play tab). You can then use the Shift+Arrow Keys or Ctrl+Shift+Arrow Keys to move the marker and play the file as the marker moves.
