I have voice recordings for a telephone system that I have to save in
RIFF (little-endian) data, WAVE audio, Microsoft PCM, 16 bit, mono 8000 Hz
Can Goldwave do this? If it can, how do it do it?
If not, is there software that is capable of doing this?

You have audio files that need to be saved as an RIFF file? Like as in .RIF?
I was under the impression that those are image files, and I can only find things online that back that up https://fileinfo.com/extension/riff

A normal WAV file is actually a RIFF file!
You might just try saving as WAV and change the filename extension to RIF or RIFF (whatever your system likes).
If the sample rate isn't already 8KHz, you'll need to run Effect -> Resample before saving.
