Assume I load a (stereo) song into GoldWave.
Now I want to increase the volume of ONLY ONE channel (=the lower waveform) by 10%.
How can I do this?
The Menu
Effect--->Volume--->Change volume
gives me only the option to change both channel volumes at a time.

You can select a single channel by deactivating the green check mark at the border of the channel you don't want to change.
The channel with the active check mark can then be edited independently of the other channel. I tried it with a volume change and everything worked fine.

I didn't know that!You can select a single channel by deactivating the green check mark at the border of the channel you don't want to change.
You can also select the channel(s) to edit with Edit -> Channel.
Depending on what you're trying to do...
There is Effect -> Stereo - MaxMatch. It makes the average volume of both channels equal while Maximizing (AKA normalizing) at the same time. (Typically, after MaxMatch one channel will be maximized with a 0dB peak and the other channel will have a slightly-lower peak.)
