Multiquence is limited to stereo recording. It can record from multiple stereo sound cards if you create several recording sections on separate tracks and select a different recording device for each. Any Windows compatible sound card would work, provided the sound driver supports more than one sound card installed in the computer.

If you had a multichannel card, you'd still be limited to recording mono or stereo sections in Multiquence.

It depends on the card. If it provides virtual sound card emulation (emulates multiple stereo sound cards), then you may be able to use one multichannel card in several separate recording sections in Multiquence.
