Can multiquence overlay video on another video?

For example: The video box in a news report.

Essentially I would like one video to be playing in the background and another be in the foreground, only smaller and in the upper righthand corner.

Multiquence can do picture-in-picture and many other layered video effects (such as blue/green screen) and transparent station logos. You'd create two tracks. In the first track you'd have the full screen video. In the second track, you'd have the foreground corner video. To move the video to the corner, double-click on that section (or use Options | Section) and adjust the X, Y, Width, and Height settings.
