Can I do this with the SDK.

What I want to do is use Launch Goldwave with a predefined
output name to save to and a list of wave files and positions
to use in the audio wave stack.

basically if I have a stack of clips

---- Wave file 1 from 10 seconds to 30 seconds
---- Wave file 2 from 40 seconds to 60 seconds
---- Wave file 3 from 70 seconds to 90 seconds
---- Wave file 4 from 15 seconds to 35 seconds

Launch Goldwave. allow the person to modify the clips and output
a final file to a fixed wavefile name.

Can this be done with the SDK?

The Plug-in SDK does not allow you to control GoldWave. It only allows plug-ins to be created for handling new file formats or adding new effects or visuals. Unfortunately what you described would not be possible with the SDK or GoldWave (except through manual editing).

Then do you have any project file format specifications?
If that was a plain file format where you indicated
this information then this could be done could it
not?

There is no external project file for GoldWave. You may need to consider other software. Try searching on Google for audio merging and splitting programs.
