That is a problem with Emarcadero themes/styles, which have to be disabled in some cases due to styling bugs. Hopefully they will sort that out eventually (though I've been waiting for years).

My report should have including the GW Theme setting - remedied.

Understood, but it is still a bug in Embarcadero's styling (some styling is done even with the default Windows theme enabled).

I'd guess an option to disable all styling would suffice for me.

That's the problem. Even when it is fully disabled, it is still inconsistent for some things (like menus).

Since apps that don't use Embarcadero are consistent, I guess your saying "fully disabled" is not fully disabled?
