Where is this file list kept in the registry (or configuration file), is it possible to clear this down (or an option put into upcoming versions to do this)? It gets crowded and it only clears with a new install.

That list is generated by Windows whenever you type in a filename. It lists all files in the current folder that match what you have typed. I do not know of any way to clear or disable that list.

Did a browse online and it's a recent file history stored by Windows (File) Explorer. Not Internet Explorer!
In Win10, you can clear it:
In File Explorer, click the “File” menu and then choose the “Change folder and search options” or "Options" menu item
On the General tab of the Folder Options dialog, in the Privacy section, click the “Clear” button to the immediate right of "Clear File Explorer history"
