Use HTML to isolate part of an audio file

What I want to know is like a feature of YouTube where you have a video which is 20 minutes long and, in addition to people watching the whole thing, you can direct them using some change in the normal YouTube URL to watch something which happens within that video starting at 5:00, 10:00 or whatever.

I want to know if there is a way you can use HTML in combination with an audio file on a web site, let's say also 20 minutes long, where it would only play part of that file, say the section of the file from 9:25 to 11:33.

Is there a way to do this?

You can do exactly that at Soundcloud.com. Click "share" under your audio file, & pause the file at the point you want it to start. Check the "at" box & you'll see that the link has been adjusted. You can then embed the Soundcloud player in a web page.
