I'm not sure why there'd be a problem opening MP3 files, but GoldWave uses the MP3 Audio Compression Manager module bundled with Windows for decoding MP3 files. Did Win98SE even come with such? I would really recommend putting the presets in files.
Because it is a lot easier to unzip a new version to the netdrive instead of having to run setup.exe on a hundred boxes.

GoldWave is not tested on Windows 98 anymore. While it currently works (with all Windows updates installed), I do not have any updates installed, it is a plain install from the same old gray disc they released more than 7 years ago. v5.12 runs with Windows 98(SE).

Download section: BTW, I'd prefer to have .zip files again.

Known Issues:
Files are limited to 4GB on FAT32 partitions. Use NTFS with Windows XP/2000 to create larger files.
IIRC that is 2 GB even.

It is not C++? That'd surprise me. But anyway, porting it requires a rewrite of the UI base anyway, so it's the same effort in either case.

Converting it to Linux would ultimatively require to get rid of MFC (or similar Win32 kits) and instead use "native crossplatform" gui set; it's not a big deal.
