You've selected "loopback". Are you trying to record streaming audio?

WASAPI loopback doesn't work if there is no digital audio stream so the playback has to start before you can record. (It can be a silent stream but it has to see some data.)

Embedded artwork? Maybe GoldWave (or th4e M4A encoder) is converting a video frame to a still image?

...I don't have an MP4 handy but when I convert an MP3 to M4A the album artwork is retained and when I make a WAV it's lost.

And I assume your preamp is connected to Line-in (blue) on your soundcard? Go to Options -> Control Properties -> Device and make sure you've selected the correct recording input/device. Also check Options -> Control Properties -> Record and make sure Level Activated is not selected.

Short answer:
Run the Maximize Volume Effect (Effect -> Volume -> Maximize Volume).

In audio terminology this is called "normalizing", but GoldWave calls it "maximizing" and that's a better English word.

What are you trying to record from? The mic built into your laptop? Streaming audio? Etc.?
