is there a way to save a sample .wav data based on the file size we set beside re-sampling the audio data ?

That picture looks like the audio has been sped-up to play twice as fast. That's easy to do and of course you do get a smaller file...
The file size is determined by the amount of data and the playing time. i.e. A regular uncompressed "CD quality" WAV file is 16-bits, 44.100 samples-per-second, and 2 channels. There are 8 bits in a byte so the file size is 2 Bytes x 44.1K x 2 channels = 176 KB per second. Or, that's a bit rate of 1411kbps.
With FLAC (lossless compression) you can cut the file size almost in half. With MP3 (lossy compression) you can get good quality at about 1/5th of the size (i.e 256 kbps) or smaller if you sacrifice quality.
